Personnel Audit to Reabsorb Staff at Obudu Mountain Resort, Says Cross River State Government

Governor Bassey Otu unveils plans to resolve labour grievances and restore iconic tourist destination

In a bid to address longstanding labour grievances and breathe new life into the iconic Obudu Mountain Resort, Governor Bassey Otu has announced the commencement of a comprehensive personnel audit within various government agencies. The governor’s visit to the resort, which has fallen into disrepair, served as a poignant reminder of the urgent need for restoration and revitalization.

During his visit, Governor Otu expressed deep concern over the current state of the Obudu Mountain Resort, highlighting its historical significance as one of Nigeria’s Seven Wonders. He emphasized the necessity of swiftly returning the resort to its former glory, complete with additional aesthetic enhancements.

Addressing the plight of former staff members and ongoing union disputes arising from salary non-payment, Governor Otu assured them that their concerns would be addressed once the personnel audit is finalized. The audit will serve as a crucial tool for determining the appropriate course of action, including the potential reabsorption of deserving personnel into the workforce.

“The Obudu Mountain Resort holds immense value, both culturally and economically, for our state,” Governor Otu stated. “We cannot let this vital piece of our heritage remain in ruins. It is our responsibility to restore it and ensure that the dedicated individuals who work here are not left behind. The completion of the personnel audit will allow us to make informed decisions regarding their future.”

Governor Otu’s administration is actively engaged in discussions with the federal government, seeking crucial partnerships to expedite the revival of the Obudu Mountain Resort. Furthermore, these collaborations extend to bolstering legacy projects initiated by former Governor Ben Ayade, such as the Obudu German Hospital, Canadian International School, and the Obudu Cargo Airport. Recognizing the interconnectedness of these projects, Governor Otu emphasized their role as catalysts for the resort’s overall success.

The ambitious plans outlined by Governor Otu indicate a promising future for the Obudu Mountain Resort and the tourism industry in Cross River State. The completion of the personnel audit, coupled with the commitment to resolving labour grievances, is a significant step towards revitalizing the resort’s reputation as a premier tourist destination within Nigeria.

The restoration efforts, combined with potential federal government partnerships, are expected to inject new life into the local economy and solidify Cross River State’s position on the tourism map. As Governor Otu’s administration sets its sights on breathing new life into the Obudu Mountain Resort, the hopes of both residents and tourists alike are buoyed by the prospects of a thriving and enchanting destination once again.

With Governor Bassey Otu at the helm, Cross River State is poised to reclaim its position as a vibrant and sought-after tourist hub, drawing visitors from far and wide to experience the natural splendor and cultural heritage of the Obudu Mountain Resort.

Avoid Dealing with Unauthorized Agents for Passport Services, Advises Comptroller of NIS Lagos Command

Newly appointed Comptroller, Nigeria Immigration Service, Lagos State Command, Bala Aliyu Dangana, recently shared his brief and target with the management team of the command and select members of the media. Gboyega Alaka reports.

Passport seekers must desist from entreating the services of touts as their major aim is to exploit. Besides they have absolutely no role in the application, processing and acquiring of the document.

The Nigerian Immigration Service as an agency of the government is committed to eliminating the issue of touts completely and has therefore enjoined Nigerians to apply online using the approved portals and they would get their passport within three weeks of capturing for renewal and six weeks for fresh applicants.

These were parts of the takeaways during the inaugural meeting of the new Comptroller, Nigeria Immigration Service, Lagos State Command, Mr Bala Aliyu Dangana, with key command management team in the state and members of the press in Lagos recently.

Dangana who assumed the new role on July 5, 2023, also stated that for those who go online, the process is easier and cheaper, as they would have sidestepped the bottleneck of corruption, emphasising that those who partake in corruption are also culpable, as both giver and taker of bribes in whatever form are guilty.

The newly appointed Lagos Command Comptroller expressed his delight at his new post, stating: “I feel greatly privileged to be entrusted with the complex and challenging responsibility of overseeing the affairs of the most strategic Immigration Command in the country.

“Lagos State command doubles as the birthplace of the Nigeria Immigration Service and coincidentally the command with the highest number of transiting and resident migrant population in the country. This is by virtue of the fact that Lagos is the commercial nerve centre of the country and also the only state with International Ports of entry that can be accessed via the land, air and maritime domain.”

He solicited the support of the Command’s management team, and all officers and men of the service, saying: “I shall lead the charge with regard to implementing a strict adherence to the core mandate of the service and the reform policies of the Ag CGI, whose unquestionable resolve to reposition the NIS is already yielding positive results.”

He extended a hand of fellowship to all critical stakeholders, all sister security agencies, as well as the Lagos State Government, while maintaining an open-door policy.

Under his watch, Dangana said the Command will carry out its respective duties with diligence, and maintain zero tolerance for corruption and corrupt practices.

He stressed that the directives of the Acting Comptroller General of Immigration (Ag. CGI) will be religiously followed at the service’s Passport Office at Alausa and the Front desk Office at Alimosho.

To that effect, members of the public who wish to acquire or apply for the re-issuance of their expired international passport are enjoined to access the following links: appointments.immigration.gov.ng/availability; as well as passport.immigration.gov.ng for self-initiated online applications.

“All applicants who have concluded their online application should afterwards proceed to the Servicom Unit of the respective applicants’ chosen Passport Control Offices or Front Desk office in Lagos on their appointments dates for the processing of their application at no additional cost.” He stated.

On the duration applicants would have to wait, Comptroller Dangana said “Three weeks for renewal and six weeks for fresh issuance, save encumbrances such as booklet shortage or other operational equipment as well as delays caused by inaccurate information input on the part of applicants.”

He also informed that date of capture for those who apply online is automatically generated by the system once information is uploaded by applicant and payment is made. He added that it is usually the next available date, depending on traffic.

He disclosed that the agency is gradually inching towards a situation, where applicants can apply and get their passports delivered without stepping out of their homes.

The immediate past Minister of the Interior, already initiated that process, he added.

Comptroller Dangana has an HND in Agric Engineering from the Kaduna Polytechnic, an MSc in International Relations and Diplomacy with Ph.D in view. He also has a Law Degree from the National Open University in view.

Before his elevation to the rank of Comptroller, he was Passport Control officer, Rivers State Command.

Google expands Bard AI service to 40 new languages, 59 nations

Google has expanded Bard, its conversational AI service, to 40 new languages including Swahili- the first African language to be included and 59 new countries and territories.

The expansion, according to Google, yesterday, includes new features that allow users to better customise their experience, boost their creativity, and get more done. With the expansion, Bard is now available in most parts of the world, and in the most widely spoken languages, including Swahili, Chinese, German, Spanish, Arabic, and Hindi, and Spanish. Users can now access Bard in their preferred language with text-to-speech also enabled in 8 languages.

Head of Communications and Public Affairs, SSA, Google, Dorothy Ooko, said: “We’re excited that this is Bard’s largest expansion to date – we see its global availability as a great democratizer of knowledge.

“That’s why we created Bard: to help you explore that curiosity, augment your imagination and ultimately get your ideas off the ground — not just by answering your questions, but by helping you build on them.”

As part of the expansion, new updates have been introduced to make the Bard experience more interactive and user-friendly. The ‘Listen to Responses’ feature now provides an auditory dimension to Bard’s responses, making it particularly useful for gaining accurate pronunciation or understanding a script, with just a simple click on the sound icon.
The search engine platform, explained that users can also now adjust Bard’s responses by changing the tone and style of its responses to five different options: simple, long, short, professional or casual, offering a tailored interaction to match individual needs. While this feature has been initially launched in English, plans are underway to extend it to other languages, broadening its accessibility to users around the globe.

According to Google, four additional features were also introduced to help users get more done. It said users can now pin and rename their conversations with Bard, making it easier to revisit conversations that contain important information or ideas later.

Through the export code to more places feature, users can now export Python code to Replit, in addition to Google Colab, making it easier for users to share their code with others or use it in other projects. Users will also be able to share responses with friends using shareable links, making it easier to collaborate on projects or get feedback on ideas. Also launched is the feature allowing users to upload images with prompts to Bard.

Bard seeks to combine the breadth of the world’s knowledge with the power, intelligence and creativity of Google’s large language models. It draws on information from the web to provide responses.

As an experimental technology, Bard may occasionally make inaccurate statements in response to user prompts. So if a response from Bard is inaccurate or unsafe, if one experiences an issue, or just wants to provide feedback, there’s an easy way to do that.

According to him, the former DG thanked the management and staff for their support throughout his tenure.
He emphasised the importance of maintaining the same level of support for the new DG. He expressed confidence in the abilities of the new DG to move DICON to even greater heights following his track record in the military.

He explained that the new DG acknowledged the trust and confidence placed in his appointment by the Chief of Defence Staff and the Chief of Army Staff, Maj.-Gen. Taoreed Lagbaja.

Yakubu said the new DG recognised the weight of responsibility of leading a critical national asset like DICON and pledged his dedication to duty and determined efforts to advance its founding mission and objectives.

“With the right environment, resources and collective will by all stakeholders, DICON can grow to meet Nigeria’s needs in defence materials. He said Maj.-Gen. Edet also acknowledged the efforts of past DGs, especially his predecessor Maj.-Gen. Tafida, for their leadership and accomplishments.

Edet pledged to consolidate and build upon the foundation and seek to propel DICON to new heights, emphasising the promotion of innovation, staff welfare and a business orientation as his priorities. He also promised to make DICON a viable and productive national asset.

He also attended the United States of America National War College as International Fellow in June 2016 and graduated in June 2017 as a “Distinguished Graduate”.
Yakubu said the handover ceremony was attended by senior management staff, military officers and staff of DICON.

Former NBA President, Rights Activists, and Others Call on FG to Prioritize Rule of Law in Detained Emefiele Case

Former President, Nigerian Bar Association (NBA), Joseph Daudu (SAN), human rights lawyers and a rights advocacy group – Centre for Social Justice and Accountability (CSJA), have at various fora, tasked the Federal Government to respect the principle of rule of law and justice in treating the case of former Governor of Central Bank of Nigeria (CBN), Mr Godwin Emefiele.

While Daudu expressed optimism that President Bola Tinubu, with his background as a democracy advocate, will not support arbitrariness, Maxwell Opara, Abdulazeez Tijani and Anthony Akpua of CSJA noted that the way the manner Emefiele’s case was handled will shape the way international business communities and related interests will relate with the new administration in Nigeria.

They spoke on Saturday in reaction to the various court pronouncements on the government’s continued detention of Emefiele and his planned arraignment by the Department of State Services (DSS) on a charge filed before the Federal High Court in Lagos.

Daudu said: “”I do not think that the President, who is a newly minted President of the Federal Republic of Nigeria, will like to start his administration with the organizations under him disobeying court orders.

“He (Tinubu) was in the forefront as a NADECO man to chastise military governments for disobeying court orders.

“Now that power is in his hand, we will see whether he, himself will obey court orders,” the ex-NBA President said in reaction to Thursday’s judgment by Justice Hamza Muazu of the High Court of the Federal Capital Territory (FCT).

Justice Muazu, who gave the DSS seven days within which to either charge Emefiele to court or release him, noted in the judgment that the alleged offences for which he was being held were bailable because they were not capital in nature, adding that he was not accused of killing anybody.

On his part, Opara noted that from his experience, the DSS was creating the impression that it is above the law of the country.

He said he was not surprised about how the Emefiele’s case was being handled by DSS, “because the secret police has made disrespect to rule of law part of its life.

“Talking about the rule of law or tendering court’s judgment before the DSS irritates the management of the agency”, he said.
He consequently urged the President to ovehaul the agency.

Tijani said: “President Tinubu must prove and establish that he is a true democrat and not a semi-democrat like some of his predecessors.”

He argued that Emefiele was not charged to court for known criminal offenses within the time allowed by law.

“For more than four months, the DSS had sought to arrest Emefiele. Between that time and now, it ought to have completed its investigation. DSS cannot hide under Administration of Criminal Justice Act (ACJA) 2015 to hold a Nigerian citizen till eternity because ACJA is inferior to the 1999 Constitution”, he said.

Adding: “The 1999 is so specific and categorical on how long a Nigerian citizen should be held. It gave maximum of 48 hours. That is the Supreme Law on fundamental rights of citizens, and it must be obeyed to the letter.

” That aspect of the Constitution does not permit and arm of security agency to hold a Nigerian citizen down and unlawfully begin to fish for evidence, as in the instant matter, to charge him to court. That is not our law”, he said.

Tijani urged President Tinubu to take steps and establish that he is not taking side with any security agency that is disrespecting the rule of law.

“Tinubu, as a true democrat, who had used the larger part of his life to fight for human rights, must use his new position to compel institutions, especially security agencies, to operate within the ambit of law.

“Arbitrariness must be eradicated. It is safer to respect the rule of law and use the instrument of law to checkmate criminality without breaching the rule of law.

“Emefiele’s case will be a big test to President Tinubu in his avowed commitment to the rule of law. Emefiele’s rights must be respected until the law court says otherwise”, Tijani said.
Akpua noted that the whole world was watching the way the Fed Govt was handling the Emefiele case, with its capacity to shape the way the country is viewed by international investors in the area of respect of the rule of law.

In a two-count charge marked: FHC/L/437/2023, filed on July 13 at the Federal High Court in Lagos by the DSS, Emefiele is to face trial for unlawful possession of one single barrel shot gun (Jojeff Magnum 8371) without license, which is said to constitutes an offense under Section 4 of the Firearms Laws of the Federation 2004 and punishable under Section 27 (1) (b) (i) of the same act.

The suspended CBN Governor is equally accused of having in his possession, 123 rounds of live ammunition (cartridges) without license, which items were said to have been unlawfully kept at No.3B Iru Close, Ikoyi, Lagos “on or about June 15, 2023.”

Emefiele was arrested on June 10, a day after he was suspended by President Tinubu, and he is still being held in the custody of the DSS.

Factors Affecting Foreign Exchange Rate

Discover the reasons behind the fluctuating dollar-to-naira exchange rate.

Inflation Rates: Inflation has a direct impact on black market exchange rates. If the Nigerian economy stabilizes and inflation is controlled, it benefits the naira. However, if the naira continues to decline, it may indicate daily increases in the cost of food and other essentials.

Interest Rates: Keep an eye on interest rates as well. If banks increase lending rates, it can harm the economy, leading to contraction and a decrease in the value of the naira.

Government Debt: National debt can affect investor confidence and the flow of funds into the economy. High inflows favor the naira and lead to an increase in its exchange rate.

Speculators: Naira-to-dollar exchange rates are often influenced by speculators. They accumulate money in anticipation of profits, driving the naira even lower.

Trade Conditions: Favorable trade terms boost the value of the naira against the dollar. However, Nigeria currently faces a trade deficit, with most goods coming from China, India, and other Asian countries.
